I wonder if those are tape remnants (pushed through when the emblem was mounted) or if Pontiac used a smaller form of the plastic push-pin rivet design used top & bottom of the same bumper cover. These things are dang small and down inside the bumper. I’ll poke at ‘em gently and report back.
