What I heard is if the ICM is bad then it won't work at all and there will be no spark. But can it still be bad or defective and still work?

ICMs fail in lots of different ways. Many times it is only when they are hot...or they don't send a signal to the injectors....or intermittent with a back fire...

I've replaced ECM's where the car stumbled badly upon initial throttle application /acceleration. Replaced and was good. If its a PCM it should set a trouble code. ECM's / PCM's can work if defective but will give poor performance. HEI ICM uses just 1 mounting screw as Ground.
If or more likely when that screw is dirty etc or has "Black Oxide" or paint will cause ICM problems or even kill ICM repeatedly.

should I put thermal paste between the ICM and the mounting plate? or will ground connection be weak, thanks

Thermal paste is supposed to be there already. If in doubt, it certainly wouldn't hurt to re-apply it.
The ground connection is through the two mounting screws, not through the base of the ICM.
