Joe, it sounds like the VATS function has not been properly disabled in the program. If you keep disconnecting power, the PCM resets and doesn't have a chance for the fuel trims to stabilize. If you are doing you own programming I can send you a list of all of the associated DTC's that must be disabled in addition to shuting off the VAT's switching.
