TPS adjustment 2.5 '85 - can't get below 0.98V at idle (Page 1/1)

'85 duke auto with AC.
Been trying to diagnose my cold start flooding and hot start long cranking and hesitation. So took a look at my TPS and searched the web it should be about 0.5V at idle. The lowest I can set is 0.98V. I have also another TPS that is not adjustable and it also lands in that area, about 0.93V.
Now the service manual states that idle below 1.25V is good. So who is right? Thanks in advance

Is the arm from the throttle body bent forward some? Or even without being connected to the throttle body is the TPS is reading high?

I guess it might be bent, who knows. Can't find a photo of how it should look like. Yes, that 0.93V is with it disconnected so didn't even bother with measuring it with the throttle attached. Maybe I can get a photo tomorrow.
EDIT: Looking at this schematic the tab looks identical. It is though at idle moving the TPS lever quite far from its resting point when out. I'd say about 1/6 of total travel. Does that sound right?
