I think that is an old PISA dash with a lot of electronic add ons. No longer made as far as I know. But member Amida makes much nicer dashes and interiours. There is a thread in the construction zone full of his products.

I'm sure the electronics are from Tom Sweet (http://www.tomsdigitalelectronics.com/), who still makes them, available in MPH and metric.
