My 86 2.8 runs up to 5000 rpm before it downshifts in 3rd gear only cable is good and adjusted fluid is any other sugestions

It sounds like you're describing the transmission slipping in 3rd.
What do you mean it revs up to 5000 before it downshifts? The engine is going to rev up in order to downshift.

This is more like press the accelerator the engine revs to between 4500 and 5000 rpm for 2-4 seconds then downshifts, it does not seam to be slipping more like out of gear before it downshifts. when it does its a good solid downshift not what I would call a slip.
