Bought this as a project now pulling my hair out It had a rat
  Thought i would rebuild Decided against that

Check fuel pressure and flow trying to start. 9 -13 psi Low/no pressure is mostly problems w/ F-pump, TBI and lines. ECM will not "send" fuel signal if has problems seeing ignition working. Module is likely good but wiring or ECM itself is iffy. See my Cave, HE Ignition and Ground "Myth" notes

Bad news when i told the guy i just wanted the engine he was in agreement the car wasnt road worthy and came way down on the price.... the rat fiero wasnt too bad but had everything i needed

The red one is a 85 i see fuel going spark is good it freaking wont start with starter fluid

85 86 engine etc are mostly same so use 85 or 86 Fiero FSM or use alldata.
84 TBI Distributor and other things have different connector etc too. So If you swap L4 between two then watch/switch those parts.
Alldata has same data in GM FSM covers most of info most would need but not a complete copy of FSM. Get for a year and print everything you need to PDF software printer driver.
Haynes etc helps some but have many issues or problems trying to match their data to a real car because doesn't get data from GM etc.
Run on starter fluid is possible but can still flood the engine. Check plugs are wet right after trying.

Trying to make sense of your post.
You have 1984 4-cylinder with engine harness chewed up. If engine was OK, all it really needed was new engine harness. But you pulled engine for rebuild and decided NOT to do that now?
So you bought a 2nd Fiero. What year, what engine? That doesn't run either with original engine? You say it has gas/spark and cranks but no fire at all?
And you plan to swap in a 3800 S/C sometime in the future? For which car? The 84 has some wiring very different from later years.

Not much data here to make suggestions so what I would suggest is that the OP invest in a quality scan tool that will help pinpoint the problem(s) A good start would be to first measure the fuel pressure.
