What is the most user friendly hardware/software using a laptop to diagnose and tune, from stock to engine swap?

You need to be a bit more specific. Not all software will work with all engines, stock or otherwise.

Fiero need ODB1 scanner. Year and engine matter even then because have 2 different scanner pins on ALDL depending on ECM used by GM and many can't see both data stream formats.
Many swap could need OBD1 or OBD2 scanner. Many of those are not easy to reprogram.

The ultimate end is a twin turbo Landrover based v8 using GM based components and a GM 0411 ecm. Most components are already in hand. If it is only practical to do either OBD 1 or OBD 2, then it would have to be OBD 2.
