Does the 88 2.5l ecm control the iac by adding and subtracting x pulses for different parameters (trans in gear, a/c on, etc.) or does it attempt to maintain a stable ign pulse setting, or neither of the above?

IAC is a stepper motor. ECM moves it to keep idle RPM. AC on/off, AT in gear or not, etc, changes engine load even at idle so ECM adjust IAC to keep idle right.
