That is the tach filter. Out of production but Rodney Dickman has developed a replacement.

Like mentioned above, that's the tach filter. It smooths out the signal to the tachometer, which smooths out the movement of the gauge needle. It's not a "mission critical" part. If you bypass it, the gauge will be a little twitchy. Or you can get the Rodney Dickman replacement.
