There is a spring pushing the plate outward onto that ring from inside the steering column to lock it into place. The easiest way is to buy or borrow a lock plate compressor tool. I think that is what its called. It pushes the plate towards the steering column so that you can have access to remove the ring. viperine JUN 10, 07:20 PM Unless he means the plastic cap. This piece, the first you see when you pull the wheel off, just snaps in place. A flat screwdriver can be used to carefully pop it off.
