Tach filter is likely dead. Temp test is bypass the filter to see if tach works. don't leave it bypass or can kill the tach and/or the ignition.
Dash plugs on back and/or clips on dash back can be crappy. Tach has bolts that are contacts that get loose dirty or both.

I have had similar issues with the tach and the rpm gauges when going through puddles or having the car being rained on/snowed on then having the car sit off. It usually fixes its self after driving a little bit luckily. Not sure if it is the same case for you.

Put the new tach filter on today and everything works as it should. Only issue is that I cannot get the bolt off that the filter is mounted to. I had to tuck the filter on so I hope it will be OK for a long while. Thanks to mrfiero for the filter.
