Does the headlight module under left front fender have anything to do with dash lights? Only part I haven't changed with still no dash lights!

That has as much effect on the dash lights as the rear wheel bearings.

No. That module run HL motors only.

The headlight module affects the dash lights, as well as, the running lights, and backup lights. Symptoms are headlights go up but not down. 20 amp fuse blows. When the fuse is replaced, lights go down and the dash lights function again. My condition has degraded to the point where replacing the fuse still causes the fuse to blow immediately. Unhooking connections to the headlight module causes everything else to function normally.

Bad/Flooded Gen2 HL module maybe could blow Taillight fuse but the module Does Not affect Dash Dimmer and other things unless it blows that fuse. (Flooded? Module and Connectors aren't Water Proof just Weather Resistance and can get flooded driving thru deep water etc.)

Do Not leave a Bad Module connected because has power all the time directly from the battery.
Bad Module can fry itself and burn HL motors and wiring to them.

Can be wiring is bad and short to frame anywhere but you need to discontent the module until you find wiring problems. Example: If the hole in the fender cuts 1 wire insulation to the module, likely others have damage there too. If you damage the module's main power wires then can Burn Fusible Links B C D or all 3.
Should fix/clean grounds on frame at both HL lifts too then coat w/ silicon or brake grease.

Passenger side motor wires were smashed between the frame and the headlight bucket. Motor and lights worked(up), but tail light fuse would blow immediately.
