Sometimes. But I'm not good at it. I just run some cameras on a DVR aimed at the street from the house and you can spot the spies as they loiter or stop out front gazing into the property. There's no expectation of privacy on the roadways so there's no laws preventing it unless you're recording sound while not monitoring it live (depending on your local/state laws).

If a complaint has been registered with the enforcement officer, you can obtain that complaint by filing an Open Records Request.

But once you know who it is, what are you going to do? If the city feels that giving you the information may in someway endanger the person who complained, they can redact the name. My city's ordinance on enforcement procedures prohibits disclosing the name of the complainant under penalty of law.

so much for "facing your accuser" ! so, theoretically, I could ride through any neighborhood, write down addresses, "make up bogus complaints", and there would be nothing but chaos ! Great system ! I am doing nothing wrong here.

FYI, if you ARE running a business and money exchanges hands better hope nobody complains to the IRS, assuming you don't declare the income from it....

Under our enforcement procedure, once the enforcement officer sees the violation, it becomes a city matter and the citizen is removed from the picture. The enforcement officer must verify there is a violation, else the complaint doesn't proceed. The only way the original complainant becomes involved and is identified is that there is a persistant complaint that the enforcement officer cannot verify and a court citation is written. The complainant must come to court to testify and thus their identity will be known.

This is from our enforcement procedures ordinance.

Any citizen has the right to report an ordinance violation. The identity of the citizen reporting the violation should remain anonymous to the extent possible and should direct their report to the code enforcement officer (CEO). In the event that the only evidence of the violation is from the reporting citizen and ultimately a citation is issued, the reporting citizen should know that he/she might be called to testify in municipal court as to the violation. The CEO should personally confirm the existence of a violation when possible. Additionally, the CEO will verify that the violation is indeed of a current and legitimate city ordinance.

Our system is anonymous. We never know who it is for certain if they don't blab. You're wasting your time getting torqued up about it. There will always be intolerant people looking to force someone else to do what they want. Plus lots of people hate cars and car people. Lots of old people hate car people. I even hate some car people who want to rev their engine when they go by my house and know I have a muscle car.

Told this before but an old man at one of our meetings said his neighbor built a garage as big as or bigger than his house (BS, because you are limited to size dependent on your house square footage and it can't be but 50 percent.) He went on to say there was no window so he couldn't look in to see what his neighbor is doing in there. I'm not kidding. Then he added he thinks the guy is painting cars. That's when the councilman said if he is then there has to be a paint booth used to be legal.
The next complaint lodged was that so-and-so doesn't take their garbage can back to the house after trash day.
