The 4T60 uses a vacuum modulator and a Throttle Valve cable.
The 4T60E uses a vacuum modulator, but no Throttle Valve cable.

it says 4t60e on the case and has both in a 95 gtp. it's an extremely weird transmission that I have never seen before or since

The 4T60 E does NOT have a throttle valve cable.

I think it would be worthwhile for the OP to re-visit the TV cable. I remember when I serviced the TV cable on my '86 GT many years ago, that it was very difficult to properly adjust the "ratchet" mechanism. It was old and stiff and/or all gummed up.

I'm not opposed to trying the TV adjustment again. I will say though, the information I can find on how to do it in the Haynes manual/online tends to be pretty vague as a whole. Is there a more detailed explanation of the proper way to do it on the Fiero?

I suspect you'll find what you need to know in one or more of these 16 threads.
I had a quick peek at some of those threads. Maybe have a look at This one first.[This message has been edited by Patrick (edited 05-17-2024).]

Adjust the TV cable is already in the cave link above & FSM & more good sources. Is Not Hard but Road Crap etc jams the adjuster & depending on Cable for Engine setup... can be very hard to clean. Or worse sprayed w/ oil, WD40, etc, can wreck the adjuster on some sets & near impossible to adjust again or worse some try to use more force & break the cable.
Example: Many Duke & other TV cables, the adjuster is plastic tube in a plastic tube that hates most oils/solvents like most brake rubber parts.[This message has been edited by theogre (edited 05-17-2024).]
