Before I induce the issue, fuel pressure goes to 40psi and stays there when I disconnect it. After I induce the issue, giving the pump power through the diagnostic port makes a faint click from the fuel pump, and pressure does not increase.
On a brand new fuel pump... This is frustrating.

Was the fuel pump installed using a J30R10 submersible fuel injection hose using 2 fuel injection hose clamps or a new pulsator put to the feed tube? A new fuel filter too. I would also check the oil pressure sender that provides the back up feed and replace the old fuel pump relay that's on the firewall next to the A/C relay. Would sure like to see you attend Carlisle. Its a great show and so much fun. Looking at the diagram that Mickey_Moose kindly posted, I can see that the G terminal of the ALDL port does indeed bypass the fuel pump relay.
So... if all the fuel pump does when it gets warm is "click", then I suspect it's faulty. What brand is it?

Thats sounds like a logical explanation. With all of the low end Chinese pumps around its very possible that the fuel pump is working intermittently. A while ago a bunch of counterfeit no-name AC Delco and Walbro fuel pumps were sold on eBay and found to be of very low quality. The current pump is installed with the hose and clamps in TFS' sending unit in lieu of a pulsator.
I forget the brand of the pump, but I got it from TFS along with their sending unit. This is the second time I've gotten a faulty part from TFS (first time was a DOA temp gauge sender). I'll be getting an OEM pump at a local GM dealer this time around.
I'd love to make it to Carlisle, but I'm graduating high school next week so I won't have the time to get the new pump in... Maybe next year.

Completely understand. Young guys like yourself are the future of this hobby so stay with it, have fun but just don't forget that you are driving a 35-40 yr old vehicle that will always require TLC. Carlisle happens every year and MAFOA has several other events in spring and fall.
