I know that the issue has to be mechanical, and not something to do with the actual board/switch, because I'm testing the deck with a 9v battery directly to the motor, and it still slows down. As far as what I can feel.. I really can't feel any sort of resistance on the motor or capstans.

Test it with a full 12 volts and see what happens.

Tapes stretched or been near a magnet i can't imagine eg chrome quaility holding up now if stored half a decade.
