Can you measure he voltage on the motor? Sometimes the switch that applies power to the deck is weak. Can you use touch to see where and if there is resistance in the path?
I know that the issue has to be mechanical, and not something to do with the actual board/switch, because I'm testing the deck with a 9v battery directly to the motor, and it still slows down. As far as what I can feel.. I really can't feel any sort of resistance on the motor or capstans.

Test it with a full 12 volts and see what happens.
