For me it was my tach filter, the wire broke right at the end so I had to buy a new one, kinda annoying. May or may not be your problem but its worth checking out.

The VSS on the transmission is on the trunk side almost directly below where the Cruise Control solenoid is mounted. It faces up and is barrel shaped, mounted into the flat above the passenger side axle bearing.
There should be a wiring pigtail there for the VSS and the backup lights.
Both plugs are the same, except one plug has pin contacts, the other has barrel contacts.
The VSS is yellow and purple wires, backup lights are blue and light green.

I had a VSS go bad on my Fiero for some reason, so they do go bad sometimes.

You can check the sensor by pulling it out of the transmission and use a multimeter set to A/C, spin the end the gear is on. If the sensor is good, it should read a small amount of voltage. If it reads zero while spinning, the sensor is bad. Be careful when pulling the VSS out not to drop the plastic gear into the transmission. Pulling out the VSS will also let you know for sure if the plastic gear is still good and attached to the VSS shaft. This is a good place to start as it's very easy to remove the VSS.

As mentioned, new ones aren't available through parts stores. You'll need to find a good used one if you need it.

Does the oddo/trip number increase?
Does ECM set codes? is it 24?

Yes and No then Isn't a bad VSS or broken gear.

Speed board has 3 functions and one section can be "dead."
1. Driver for Speedo meter is about same as Tach.
2. Drivers for Oddo and Trip motors.
3. Driver/Divider for ECM and Cruise boxes.

To test more...
Jack a rear wheel.
Put AC Volt meter on VSS output pins.
Spin Tire.
Shows any volts then Not a bad VSS.
