So what happens when you shift to 4th? The only governor I know of is the bottleneck in the upper intake manifold. Bad tach perhaps??

My '84 4speed with the 4.10 final drive topped out at 98mph gps with the pedal to the floor in 4th on a flat section of road.

If you have been chasing fuel leaks, also replace your fuel filter if you haven't already. Both as regular maintenance a 2nd you never know. Never a bad idea to cut it open with a cold chisel to see if there is any debris from aging fuel lines. Also the small section of line between the fuel pump and the hard line in the tank could be shot, or the fitting could be loose causing a fuel leak, and subsequent fuel pressure loss in the tank where you cant see it.
