Is there another sensor feeding into the ECM ? I am thinking perhaps the voltage required by the fuel pump is being controlled by another sensor ahead of the ECM. The ECM maybe passing through the received “in voltage” to the fuel pump.
I know it sounds weird and I’m not describing it in electrical terms. Maybe this would ring a bell with another forum member who could identify the source of the ECM input voltage onto a particular port connector on the ECM. I guess I could say it like one sensor feeding lower voltage than normal into the ECM and it is just being passed through to the pump.
Hope this gives some thought into the solution
