Steel lines can rust. "Rubber" can rot. So yes check all fuel lines including fill port parts.

To find hidden leaks w/o tearing everything out...

Carefully remove clamp on vent line to can and remove the line.
Then pressurize the tank. Only 1 or 2 psi! and close the valve or pinch the rubber And see if tank hold that air. If not then tank, gas cap, or fill/vent lines are leaking.
This test emulates tank test used by some govrmnts as EVAP Test to meet Emissions in some places.
The official test removes the cap and use tank and cap adapter fittings to test both. Tank side test also pinches vent tube rubber @ evap can because can is not sealed.

Look at cap "rubber" seal. That can get torn or otherwise damaged and won't seal.

If it still won't hold air... find someone to smoke test the tank the same way. Smoke quickly point to any air/fumes leak.
