Newsom has said he’s going to redistrict California as a response to Texas redistricting. I was following stuff on Reddit, and basically everyone is convinced he’s going to be able to do it. I started doing some reading:

Basically, there was a public referendum that passed in 2008 to change the way the state redistricts. The state legislature / senate no longer has any control at all over redistricting. Furthermore, it only happens every 10 years to align with the census, by law. This means that the next time they actually CAN redistrict is in 2028, to take effect post 2030. So essentially, the district they have now is set in stone until 2028.

Redistricting is now done by bi-partisan commission, a plan that was backed by both Democrats and Republicans in the state, at the time due to prior heavy gerrymandering that had occurred previously. The commission is made up of 4 Democrats, 4 Republicans, and 4 “Concerned Citizens.” These 4 concerned citizens are supposed to be neutral…

Either way… it doesn’t seem like he has any authority to even call for a redistricting.

California Democrats … plan to ask voters to approve a constitutional amendment that would put new maps approved by the Legislature in effect for the 2026, 2028 and 2030 election cycles, according to legislative sources familiar with the draft measure. The independent panel would then resume its role as the state’s line-drawer after the 2030 census.”

So they’re going to call for an out of cycle referendum / public vote to get them to get the public to allow a constitutional amendment to allow it. Which is much different than Texas, which can do it at any point they want.
