There are sanctions in place on Russia. What is the point of imposing tariffs? 50% of zero is zero.
Tariffs are imposed on countries which means all territories belonging to that country are included in the tariff. It would be an glaring hole in the tariff is a territory of a country was not included. That country could then bypass the tariff by claiming all exports are coming from the territory not included. For example, tariffs placed on products made in the U.S. also includes Puerto Rico and Guam.

Ray, US tariffs is only on imports to the US. It has nothing to do with what any other country in the world's imports. US tariffs has no effects on Western Europe importing Russian petroleum or Uranium or China or India or any other country buying Russian goods.
