I think not.

Several years ago, I toured the USS Hornet floating museum in nearby Alameda. The aircraft carrier that was the focal point of the recovery operations for the Mercury space capsules (if memory serves me.) That was moored to a dock. So I guess that's not what you mean by being on a boat that's at anchor. Or maybe it is.
