I think not.
Several years ago, I toured the USS Hornet floating museum in nearby Alameda. The aircraft carrier that was the focal point of the recovery operations for the Mercury space capsules (if memory serves me.) That was moored to a dock. So I guess that's not what you mean by being on a boat that's at anchor. Or maybe it is.
I have no idea where you're going with this line of questioning.

You can smell the gasoline from the bankrolls of $100 bills that are stuffed in their lobbyist pockets from Exxon and Chevron and Peabody Coal.
