It doesn't. That's the point I'm making. The Constitution is left purposefully vague and the courts are the interpreters of their vagueness. Their interpretation changes what the Constitution "means" if not what it says.

Haha... Williegoat is the musician, he writes a lot of good music. I play the violin (have since I was 5), but I cannot compose music... just wasn't meant to be, haha.
