I was pointing out that the CRA includes a lot of language about community investment and mortgage regulation. I told him to go to Westlaw and eCFR and look at history, and take a look at what rules / regulations existed at the time of the crash. Banks had rules they had to follow if they wanted to get into certain markets, and had a whole list of requirements that they had to follow in order to be part of other government programs. None of those specific rules exist today. The CRA has been revised at least a dozen times over since then... that's why I said to go to the history, but of course... like usual, he just starts rambling on about all the wrong things.
