It doesn't get that much more Republican than Florida, but every registered voter in Florida is eligible to vote by mail—which kind of shoots down this rhetorical question from Doug85GT to a not inconsiderable extent.





The way Florida does it is much different. You have to request it, and you have a time limit, and there are post-mark limitations.

Your ballot is hard-coded to your envelope, which is hard-coded to your name. I know this because my parents mailed their absentee ballots and my mom accidentally put her ballot in my dad's envelope, and vice versa. They got a call from the Elections Office and they were required to "Cure" their ballot by sending in a scan of their drivers license (both sides) and fill out a form to correct it.

Florida's absentee ballot system is VERY strict, and the signatures MUST match, and the ballot HAS to match the envelope as printed... so you cannot simply just print ballots and stuff them in envelopes. EVERY ballot is accounted for.
