Crime rates today are lower than they were in the 1990's. Social unrest has been much worse in this country than it is today. Hundreds of thousands dies in the Civil War. In 1877 alone over a hundred workers were killed in a string of railway strikes and hundreds more striking workers were murdered over the next 50 years of labor conflicts. Dozens of protesters died in the riots of the 1960's. There is not algorithmic pattern that I can see for the United States.
