I also don't understand why you have a problem with this.
The guy took photos he KNEW were classified and then he just left them lying around for anyone to find. He also could have distributed them to other people, but we don't know because he destroyed the evidence.

Steele Dossier was not the reason the investigation was started and nothing from it was used to support any of Meuller's findings.
