If I remember my Constitutional law... according to Article IV of the U.S. Constitution, the territory that wishes to become a state must first have a 2/3rds of 3/4ths majority vote from their legislature. Furthermore, I "think" that state must also first have their own Constitution. At THAT point, there either needs to be a constitutional convention, OR... the house and senate must have a majority vote to add it, all of which must occur only after that territory has itself voted to become a state.

I expect Puerto Rico to become a state in 2029... they've already voted for it, and it was approved in 2020... but the Democrats have not had enough votes to allow it. But they're not fighting too hard because it's not entirely obvious if they would be totally liberal. Puerto Rico is very conservative and religions when it comes to things like LGBT and Abortion... so...
