Palestinians. They owned over 90% of the land and accounted four between two-thirds and three-quarters of the population at the time the UN Resolution for "partition" was passed in '47.

Those who owned the region Palestine in 1946 are mostly the same people who owned it when the League of Nations gave their opinion just after WW I.
The region was owned by the British. Which was conceded by the Ottoman Empire following World War I. The region included the states or territories of Turkey, Cyprus, Syria, Lebanon, Iraq, Iran, Israel, the West Bank, the Gaza Strip, Jordan, Egypt, Sudan, Libya, and the various states and territories of Arabia proper (Saudi Arabia, Kuwait, Yemen, Oman, Bahrain, Qatar, and the Trucial States, or Trucial Oman [now United Arab Emirates]). Which did not include a State of Palestine.
In fact, Palestinians live in all of those territories.
