I feel like the owner was prepping for a type of rear hatch or custom top scoop that was then abandoned. Or perhaps trying to make it look more like a Triumph Tr7.

Not just a sail panel mod, but a rear clip mod. They likely put a lot of hours into it.

That said, I'm not into the look. But I'm sure somebody will like it.

Likely yes. Link has hood pic and zoom in looks like Deer whistles and often they won't work.
