Back in the 90s, the OIL industry sold CA EPA a "Bill of goods" on using MTBE in gasoline.....It was a by-product of gas production and the oil industry thought they could get rid of it easily.
They knew full well though that MTBE dissolved older vehicle fuel lines and also was difficult to keep out of groundwater wells...In CA we had thousands of vehicle fires and now numerous wells are contaminated.
MTBE was later banned...But the oil industry is still fighting in court "We didn't know it was bad!!!! Don't sue the >>"poor"<< oil industry!"

Many states, counties or cities have stopped most or all "junk yards" in a given area.
Why? Many where problems way before the "Green" plans because... Few Quick Examples: Many are Next to Rivers etc let oil and other HAZMAT runoff to pollute. For DECADES many yards simple dump Oil Gas etc on the ground containing MBTE etc that even pollute local Aquifers. A lot of Fires cause by workers, "customers," etc. causing more pollution and danger to Firemen and Public.
So for those alone "At best" Many areas are Done w/ Wall or other Piles of junk cars so the yards are a fraction of size or gone. Example: "Dirty Jobs" had 1 job at a JY and standard operation shows "dumping" AC to air... EPA and many US States Ban that decades before the show but owner was happy showing that. Many think R12 but R134 and other R's aren't allowed to "dump" to air like that.
Having dealt w/ many old JY's and seeing far worse then skimmed issues above is no surprise many are gone or very smaller setups.
Even "Insurance Lots" for Total Cars have some of same problems even before E-car frying LiIon batteries hours to weeks later after a wreck. Just had a huge fire near me a few months ago in such a place. 1. Many don't drain fluids because sold at auction and buyer wants all good parts intact and untouched. 2. Many use a Rack to stack up 2 or 3 cars so fire spreads even faster.

Maybe a solution could be indoor junkyards. I recall one I use to go to in Wilmington Delaware. Huge facility, concrete floor, great for jacking, cars kept dry. It was like going to Disney! Open on Sundays too. Compared to outside yards this place felt almost air conditioned. I do recall a small stream or creek nearby. Don't know whats there now.

What bothers me is the "pick and pull" yards.
I am not sure if there are all the same, but around me they punch holes to drain the fluids. Which basically means any fuel tank is now useless, you have to buy new transmission/etc. pans.
That is a complete waste...

What's even worse is the pick and pull yards will not only destroy a gas tank, but then have it available for purchase....with a core charge...an environmental fee. It's a lot of easy money these places are throwing away since it doesn't take that much time to pump a tank or even remove when on a lift.
