You don't need to pay. They lifted their third party sharing rule because they lost too many customers. You can post for free.

Google photos doesn't work well for forum hotlinking. The absolute easiest one to use for forum posting is postimage.org
Heres one I just did in 10 seconds Pasted in hotlink for forums.

If its something thats hosted, or needs a password or a log in or some sort to log in to see it, such as someone's google photo storage its not as easy to share a link with IMG tags.
