I think you can go back and alter a title, up until someone replies to the thread.

I have altered titles before. I am a terrable terrubul terrible speller.

You can also ask Cliff to edit it

I dont think ive ever been able to delete one, even with no replies. I think ive got a pop up that said like 'only moderator can change posts'.

One of these is effective.

In response to the original question, I believe you have a limited amount of time after posting to change the title but I could be wrong about that. Until recently, I wasn't aware that one could change the Topic category could be changed at any point.
A wise old member requested that and I didn't think it was possible. Replied to his request that Cliff would have to do it, he showed me the light.
