My wife trained service dogs for quite a few years. We have no patience for people who have/use "fake" service dogs. (I'm not saying that's the story here, but I wouldn't be surprised.)
(Service dogs are supposed to wear a vest that indicates they are service dogs. That doesn't always happen, but their owners are at least supposed to carry a card to document it.)
They can just buy an "Emotional Support" vest on Amazon and slap it on their lap dog. Many do that at airports so they don't have to pay to transport their dogs.
