Wow... I had no idea. It makes me really mad at some of the city-workers who consider their employment a free-pass to do anything because they cannot be fired. I guess I can't criticize them, it's the company that's been contracted out to mow the lawn. But it's someone's job to inspect the property.
Shoot, a lawn mowing wouldn't cost more than $20k annually. So where's the other 300k going? Not to the water bill...
