So what is the truths about power chip upgrades? I see them on ebay, and most are not cheap. Are they really as easy as they say to install.... plug n play?

If there are good ones, what are some names/brands?

Do they hurt anything after being installed?

Scam that does little to nothing and often waste fuel.
Use search.

By themselves chips don't seem to offer any improvement.

However, in conjunction with a bunch of other mods they do. It's up to you to decide if the cost is worth it. It's all documented here. Scroll down the page about 1/2 way to skip over the usual BS:

Back in the day noted racer Herb Adams did a series of dyno tests on the 2.8L engine, and found that the program in the GM chip was already optimized to provide the best horsepower. A significant but simple power adder was found to be the porting of the restrictive exhaust manifolds. IIRC that one small mod provided a gain of 7 hp.
