Unfortunately just about all engine mods are illegal in California, except those given the C.A.R.B. exemption by the state. A friend of mine out there just registers his car at his moms house in Nevada. Problem solved.
------------------ " THE BLACK PARALYZER" -87GT 3800SC Series III engine, custom ZZP /Frozen Boost Intercooler setup, 3.4" Pulley, Northstar TB, LS1 MAF, 3" Flotech Afterburner Exhaust, Autolite 104's, MSD wires, Custom CAI, 4T65eHD w. custom axles, HP Tuners VCM Suite. "THE COLUSSUS" 87GT - ALL OUT 3.4L Turbocharged engine, Garrett Hybrid Turbo, MSD ign., modified TH125H " ON THE LOOSE WITHOUT THE JUICE "
What if you get it smogged first then install IC or throw an engine cover over the SC to make it look stock.
Be sure to have the wiring a mess like on stock cars so they can't tell what is what...LOL
That would work but the car is inspected yearly. 2016 could present a problem. I would call Chris West at West Coast Fieros. He's gone the alternate certification route and may be able to offer some good info..

Except for that's illegal too and if you get caught operating a nonresident vehicle in California for more than 30 days you'll be subject to a large penalty. Like back registration and penalties to 30 days after you first used it in California.
You can pretty quickly search for EO'd parts here:
Unfortunately, there do not appear to be any exempted 3800 intercoolers. If you have the opportunity to switch it to pre 1996 OBDI, that gives you some flexibility.
