Fog lamp install, Bottom rear lights not working by FGT88

2 questions the 2 red rear lights on the bottom of the Fiero do not work ? are they backup lights? or just decals?
question 2 I am putting fog lamp in how can I run the hot wire to the fuse box inside do I have to drill a hole or there is a way?

The two rear reds on the "bumper" are just reflectors. You may be able to run your wire through the steering column grommet.

yes, rear is reflectors. Require to meet DOT/FMVSS rules because taillights don't have them built in that many others do.
Is labeled DOT A etc.
Label Codes, See my Cave, Lighbulbs at bottom of page.

"You may be able to run your wire through the steering column grommet."
Make sure nothing can rub thru the wire. I would find/make other places...

The C-100 connector that is down above the gas pedal has a wide plastic cuff around it that allows for drilling a hole for your application. Drill the hole slightly larger than the wire and wrap a few turns of electrical tape around the wire to act as a grommet to protect the wire and seal the hole.
