There is a bar behind the front cross member that has 4 bolts. I took the slightly rusted bar off my car painted it but I cannot find how tight to make the bolts plus there was lock tight on the bolts that I will re install the bolts with. I cannot even find it in the service manual.? Is it called a frame stiffener bar?

IIRC, those are M8x1.25, 10.9 hardness.
Put some Loctite on them and tighten them to 20-25 ft/lbs.
