My seatbelts don't lock up when jerked forward or out. Seems like they wouldn't do much in an accident, is there something wrong or is that just how it is?

Normal. They don't use centrifugal force like normal seat belts to lock. They use....forward decelleration force(if that's the term) to lock. Slam on your brakes hard enough when moving fast enough and you'll lock them.

Actually there's two weights, one for each belt, and lock for fast deceleration in any direction. GM and others use same method for many years.

If you clean the lock... Do Not lube them! Lube can help short term but is worse.
Lube will attract and hold dirt, get on the belt and stain your clothes, and lube can make the belt weaker then the belt would fail in a crash.
