Is polyester primer flexable enough to use on the rubber bumper covers

Not really. Best primer to use is PPG DP epoxy primer, with 401 catalyst. Read the tech sheet - there's an induction period with the 401.

What kind of primer is it and what makes you think its polyester ? I use acrylic lacquer primer/surfacer myself on everything. Never had a problem in 50 years. Wont stick...try getting it off of rubber (ie/ tires). The main thing with any of them is the thickness. By the time I have it ready for paint, i want the minimum thickness of primer that does the job.
