Temp Gauge pegs to right while loose from gauge set assembly by hdryder

I have a stock temperature gauge that is peg to the far right.
I pulled the Fuel & Temp gauge set out of the dash gauge assembly unit, and without it being connected to anything, it is still pegging to the far right.
I can swing the needle by hand, but it always returns to the far right position.

Is there any easy repair for this condition, or does it sound like it has internal issues?

I just popped the needle off the temp gauge, and repositioned it at the static location as on another spare gauge set I have.
I installed the gauge assembly back in the car, and the temp gauge seems to be working correctly now.
