New-To-Restoration Stupid Question Time; are the lower reflectors located in the rear bumper supposed to light up/blink?

As always, thanks for your time. I've worked on Fieros before, but this time I am encountering some things I haven't faced before...

Some owners replace the reflectors with back-up lights when the stock tail light assmbly is replaced with a modified tail light assmbly.

Well, I may not know a lot, but I know the tail light assy is in fact stock. Maybe the sunlight hit it and made it look lit somehow. Just means I only have to replace the reverse lights and a few sensors, and I'm rolling!

Yes, reflectors only.
Reflectors are required to make car "Street legal" too because Fiero taillights have no reflectors.

I have since mounted my tag with reflective bolts/caps.

Stock theyre just reflectors. Pretty sure theyre held in by 2 sheet metal clips on the back from the factory. Some replace them with 2 sided tape after a paint job.
