what controls when the torque convertor will lock? throttle input based on the detent cable, or throttle position sensor?

I've been playing around with the TPS, IAC sensor, and the detent setting recently to try to solve some idling issue I have.

but after everything is corrected, the torque convertor wont lock up when I maintain cruising speed, it only kicks in right after I put a little more throttle on, but that is the problem, it just slowly accelerates from there, and I'd like to have the torque convertor engage at the slightest throttle input in 3rd gear.
