3800 series 2 sc

I don't have my tank or fuel system plumed in yet but I plged up my pressure and return lines and ran my fuel service tool to the service port with a few cups of gas in it presureizee at about 35psi and made my way to 45psi and still couldn't get it to run of the fuel. It runs fine of starting fluid.

Could this be an issue with the fuel pressure rugulator?

Air in the lines. A fuel pump along with the bypass fuel pressure regulator eliminates air in the lines.
