Does any place sell new C200 and C500 plugs with pigtails? I am going to have a conversion harness made and don't want to cut up my current harness.

People that make harnesses should be able to get right pins to put in C500 and C200 even tho the bodies are hard or impossible to get as new parts.
Might find old spare bodies and install new pins.

GM use same pins for most Packard and other plug formats.

You don't want pigtails for major work. Every splice is more to hind and often adds more problems. If not now, can fail months later on the highway.
Even when the splice is good and "water proof" the splices can make stress point that break the wire more easily.
"Water proof" is often temporally at best. Any small hole and water get in it causes big problem. If not now freezing heating and chemicals can open most things then water get inside.

I try to avoid them for many things but new "Pull to Seat" Metri-pak pins used for some later Fiero sensors and similar make this impossible to almost everyone.

I don't want to cut up the 3800 harness that is currently in my car, so I was hoping someone would know where I could pick up new plugs. I would much rather go with new then 20+ year old plugs if possible.

The C200 and C500 plugs are no longer in production. Unless you get very lucky used ones will be the only option. All swap harnesses reuse these connectors and they seem to stand up.

Reach out to FieroX and phonedawgz. FieroX had new 203 and 500 connectors made around 5 years ago. He sold them in the Mall for a while, but I think I remember Phonedawgs buying out his remaining inventory.

The 203 connector was used in nearly every GM vehicle in the 80s, so those should be easy to get at a junk yard if needed.

This thread has the part #s for all the pins in the various connectors. That way you can crimp your harness wires to the new pins and avoid as many wires splices as possible.
