Checked search and didn't find anything ------ anyone successfully load pip on windows 10? If so how?

Have you tried? As Admin?
Many old programs require "Admin Rights" to install and run after.

I think is same on Win7 and Vista to use PIP and Windows User Account Control (UAC) set to default.

Win Firewall can cause problem too. Check setting for that.
