This calculator says 0011000100110001001100010011000100110001 in binary = 211278704945 in decimal or 3131313131 in hexidecimal

That's actually the character "1" in ASCII repeated in 5 bytes (8 bits each).

No, it isn't. 1f is 31. 11111 is the decimal representation, not the binary representation.
